Origin & history
The template appears to have originated as a digitally fabricated parody banknote circulated through meme and image-sharing channels. Its design uses counterfeit-style typography, serial numbers, Federal Reserve wording, a legal-tender disclaimer, and America 250 graphics to make the joke resemble an official currency mockup while remaining plainly unofficial. The concept should be distinguished from the later real-world legislative proposal: available reporting supports a connection in subject matter and visual concept, but does not establish that this specific image was the original government mockup or that the site created the official proposal design.
